Description

This will be a panel discussion facilitated by Jonathan Cowal, Municipal Services Counsel at the NH Municipal Association. The panelists will be asked to discuss recent issues and trends with the Right to Know Law in local government and how the attorneys are working through those issues with their clients. There will be ample opportunity for attendees to participate in their discussion and ask questions. This meeting will be held both in person and virtually. Attorney Jonathan E. Cowal NH Municipal Association

Attorney C. Christine Johnston

C. Christine (Fillmore) Johnston is an attorney with Drummond Woodsum in Manchester, NH. She focuses her practice on municipal law, including but not limited to municipal governance and budgeting, property taxation, land use and environmental law, road law, enforcement matters, employment, local welfare, public safety, and New Hampshire's Right to Know Law. She is a graduate of Tufts University (1992) and Boston College Law School (1998). She is a member of the NHBA’s Municipal & Government Law Section and is admitted in NH and MA. She served on the national Board of Directors for the Phi Sigma Sigma Foundation for five years and is a past President (and board member for 13 years) of the Capital Region Development Council. Over the past 19 years, Christine has been a speaker on municipal topics related planning and zoning for the New Hampshire Municipal Association and the NH Office of Planning and Development, and has written numerous articles and handbooks. In addition, she has presented at conferences for the NH Town Clerks' Association; NH Tax Collectors' Association; NH Association of Library Trustees; NH Association of Conservation Commissions; NH Building Officials; NH Health Officers' Association; and NH Welfare Administrators' Association. Together with her husband, Cordell A. Johnston, she is the co-editor of four volumes of the NH Practice Series on Local Government Law, Land Use Planning & Zoning and Municipal Taxation and Road Law. 8/24

Attorney Eric A. Maher Donahue Tucker & Ciandella PLLC

Eric A. Maher is a partner at Donahue, Tucker & Ciandella, PLLC in Exeter, NH. He is licensed in NH, Vermont and Massachusetts, as well as the Federal District Court for the District of NH. Since joining the firm, Eric practices extensively in the areas of municipal law, land use and development, administrative law and civil litigation. He regularly appears before the NH Board of Tax and Land Appeals, PUC, Site Evaluation Committee and others. Previously Eric clerked for the Hon. James Bassett of the NH Supreme Court. He graduated from the University of Massachusetts-Lowell with degrees in History and Criminal Justice. He earned his JD from Suffolk University Law School. Eric is a member of the NHBA's Environmental & Natural Resources and the Municipal & Governmental Law Sections. 10/24
